To be honest, painting a countertop is a waste of your time and money. If you are wanting to get a good fix, and still keep the cost fairly low, you have another option. If the laminate material that is on the counter now is not in terrible condition (no bubbles, the counter top isn't swelling a lot) you can purchase laminate and contact cement. This can be applied directly to the existing laminate, as long as the existing laminate is still in good shape, as mentioned already.
I'm going to check on an epoxy based product, and get back with you. It may be possible that an epoxy based paint will suffice for a temporary fix. Regular paint though, will be a disaster.

After a lot of research, I've come up with basically the same result. Painting a kitchen countertop is not recommended at all. Basically, the paint can't stand up to what a kitchen countertop goes through. Plus, no oil or latex paint is 'food-safe'.
Does the counter top have any swelling?
Does it have a rounded, bullnose or drip edge?
